Coppola, and sign a tentative agreement with him. The initiative came from F. Coppola who referred to a conversation with US President J[immy] Carter and said he was interested in making a film that would serve to strengthen Soviet-American friendship. In its proposal the Goskino of the USSR proceeds from the consideration that the Committee would have the right to supervise the ideological and creative aspects of the project at all stages. The Department of Culture and the International Department of the CC CPSU believe it possible to accept the proposal of the Goskino SSR and hold preliminary talks on this issue. In the event of positive outcome, including financial conditions, the Goskino of the USSR will submit to the CC CPSU proposals on making an agreement [contract] with F. Coppola. Draft resolution of the CC CPSU is enclosed herewith. (Signed) V. Shauro, Head of the Department of Culture, CC CPSU (Signed) V. F. Coppola informed the Chairman of the Goskino of the USSR that he had spoken with US President J. Carter who had expressed an interest in a joint Soviet-US production dealing with the problems of disarmament. According to F. Coppola, the President associated this project with the forthcoming summit in Vienna and the signing and ratification of SALT II. The American side believes such a film would serve mutual confidence between the Soviet and American peoples, form a favorable international public opinion in regard to the treaty, and further expand Soviet-US cooperation in the cultural sphere. On behalf of his firm Zoetrope Film [i.e. American Zoetrope], F. Coppola stated he was prepared to finance and organize the project on the American side. Considering that F. Coppola ranks with the most influential US filmmakers in the industrial and creative realms, his participation would serve as a guarantee of the project's creative standard and distribution rate. Should this issue be positively resolved, the Soviet side would retain the right to monitor the ideological and creative aspects of this project at all stages. Leading Soviet and American filmmakers could be involved in the writing of the script and shootings. Under these conditions this joint Soviet-US project appears to be expedient. To implement this project, it would be necessary to negotiate it with F. Coppola and sign a tentative agreement at this stage. This could be done during his visit to Moscow to attend the 11th International Film Festival this August. Please advise. (Signed) F.T. Yermash, Chairman, Goskino of the USSR. Comrade M.S.
